When the International Maritime Organization in 2014 said it would require all containers to be weighed and bear validation before loading about a vessel, it put the onus on shippers for compliance. Like data-transmission regulations imposed after the September 11 terrorist attacks, these safety-related rules, which will take effect just two weeks after the Gulf Shipping Conference concludes, will impact shippers in major ways on a day-to-day operational basis. They also have the potential to cause significant disruption to shipper supply chains at a time when importers and exporters also are wrestling with other disruptive factors. With just weeks left before this game-changing initiative takes effect, questions still abound, and many U.S. importers and exporters aren’t ready. This open discussion, led by the JOC, will analyze the rule, discuss best practices for beneficial cargo owners and examine how prepared Gulf Coast interests are to comply.
